Yes, dogs can still visit Wanneroo nature reserves, but the City announced that dogs must be on lead at selected sites from March 2026. The council first paused its broader 2024 proposal after questions about consultation, then approved a narrower change in November 2025. This is not a citywide ban on dogs or on off-lead exercise. Because the announced start date has passed, check the City’s current guidance and the signs at your destination before visiting.
What changed—and what did not
The City of Wanneroo’s initial proposal covered 28 environmentally sensitive reserves and parks, restricting off-lead exercise to reduce harm to native wildlife and flora. On 22 April 2025, council sought more information about matters raised at its meeting before proceeding with the proposal concerning 20 of those locations. The City later approved on-lead requirements at a narrower group of sites: it announced the decision on 27 November 2025 and said it would take effect from March 2026. The approved change allows dogs at the selected locations, but requires them to be on lead and under effective control. It does not ban dogs from entering those places, nor does it prohibit off-lead exercise throughout Wanneroo. The City said 562 other parks and reserves remained available for off-lead exercise.
Why the proposal drew objections
The City said its aim was to better protect native wildlife and fragile natural areas while responding to community feedback. Its original proposal described on-lead restrictions as a way to minimise harm to wildlife and flora.

The City reported that 493 City of Wanneroo respondents took part in consultation on the proposal: 56% supported it, 10% were neither in support nor opposed, and 34% did not support it. Those figures describe respondents, not all City residents. City of Wanneroo, 2025.
In a report published on 3 May 2025, PerthNow said some residents had not known about the proposed change and reported councillors’ concerns that online-only consultation may not have reached dog walkers. That concern about who was reached is distinct from the City’s reported responses and support percentages. Which places are affected?
The City’s November 2025 announcement described the approved scope as 18 selected nature reserves and parks, but the location names reproduced in its announcement appear to add up to 19, including Kinsdale Park, Mindarie. Because that published count and list do not align, it is safer not to rely on a copied list to decide whether a particular site is covered. Check the City’s current dog guidance or ask the City about the specific reserve; follow its on-site signs.
The City said Lake Joondalup Park and Scenic Park were excluded from the change. Its general guidance says dogs may be exercised off lead at most public reserves, subject to exceptions, including specified facilities and beach reserves outside designated exercise areas. What to do before visiting
- Check the specific site. Look up the City’s current dog guidance and confirm the rule for the reserve you plan to visit; do not assume that every reserve follows the same rule.
- Read the signs at the reserve. Rules and signage can change. Follow the requirements displayed at the site.
- Bring a lead. At affected sites, keep your dog on lead and under effective control. The City’s general guidance also says that when a dog is exercised off lead, the person in control must carry a lead in case it is required.
