It asked for more legal advice and urged Western Australia to review the Cat Act 2011, after residents raised concerns about roaming cats. As of the WA Government’s announcement updated 17 June 2026, the State had proposed amendments that could give councils broader powers, but the announcement does not establish that the Bill passed or commenced.
What did Vincent Council actually decide?
On 11 February 2025, Vincent Council asked its administration to seek further external legal advice about whether the Cat Act 2011 already allowed the City to impose containment rules. It also asked the State Government to bring forward its review of the Act. Council wanted the advice returned before any further consultation on a local law. The City described this as an investigation, not a new rule for cat owners. City of Vincent: “Cat containment to be investigated”

The news headline’s reference to residents’ frustration reflects issues raised in consultation, not a measured finding that all or most Vincent residents share the view. In the motion’s account, 249 submissions were received during a 2021–2022 consultation period. The motion summarized requests for cats to be kept out of public areas and confined to their owners’ properties, including through a curfew; it did not present those requests as a representative survey result. In a 2023 consultation, the City recorded 18 submissions: five supporting and 13 opposing. The opposition was in favour of containment on owners’ properties. City of Vincent motion and background

Why couldn’t Vincent simply require every cat to stay home?
The legal power was the central obstacle. The City’s record says the Joint Standing Committee on Delegated Legislation found a clause in Vincent’s local law went beyond the powers available under the Cat Act and required an amendment. The City also recorded that requests from earlier consultations for a ban on cats in all public areas, property-only confinement and a curfew could not be accommodated under the powers then understood to exist. City of Vincent motion and background
In other words, a council preference or motion is not, by itself, authority to impose a rule. The February 2025 decision sought advice about the scope of existing law and advocated for State-level reform; it did not settle the legal question or create a new citywide restriction.

What cat rules apply in Vincent now?
The City’s current guidance states that a premises may keep up to three cats over three months old, subject to an exemption process. The City also says that, under current State legislation and local laws, it is not illegal for a cat to stray onto private property. City of Vincent: Cat Ownership Guide
Separate State requirements apply to cats aged six months or older: they must be microchipped, sterilised and registered, and wear a collar with a registration tag. For cat-number limits, the WA Government directs owners to their local government. These State responsibilities do not amount to a general property-containment rule. What could the proposed WA Bill change?
The WA Government announced that it would progress the Cat Amendment (Local Laws) Bill 2026. If passed, the Bill would enable local governments to consider local laws requiring cats to stay on their owners’ premises, prohibiting cats from public areas, or introducing curfews. The announcement says councils could also consider transition arrangements for people who already own outdoor cats. These are possible powers and options—not rules the announcement says Vincent has adopted. Government of Western Australia: “Better protection on the way for Western Australia’s wildlife”

The State announcement also cites an estimate that roaming pet cats kill millions of birds, reptiles and small mammals each year. It does not give a more precise figure in the announcement. Mayor Xamon described concerns that roaming cats can pose risks to cats themselves, wildlife and people. WA Government announcement City of Vincent

What can residents do if a cat comes onto their property?
Because the City says a cat straying onto private property is not, by itself, illegal under current rules, residents can use the City’s nuisance-cat guidance rather than assume they can demand enforcement of a containment rule. The City recommends contacting a known owner, trying deterrents, or asking Ranger Services whether it can assist with a cat trap. It warns that deliberately harming a cat is unacceptable and an offence under the Animal Welfare Act 2002. City of Vincent: Cat Ownership Guide
For owners who want to give a cat outdoor access while keeping it on their property, a secure enclosure or catio is one practical option. That is a general containment approach, not a City requirement or a product endorsed by Vincent or the WA Government.
Has the Bill become law?
The latest State announcement identified in the available official material was updated 17 June 2026 and described the Bill’s effects only “if passed.” It does not confirm passage or commencement. The WA legislation register entry for the Cat Act 2011 shows a consolidation current through 25 September 2025, which does not resolve the Bill’s later status. Accordingly, the available official material does not establish that the proposed powers are in force or that Vincent has made a new local-law decision under them. The distinction matters: a State proposal could create an option for councils, but a local rule would still require its own council process.
